Note; These are transcribed versions of ACTUAL LOUISIANA LAWS. Some laws I also made up.
DRUGS: Basically there is zero tolerance to drugs possession as Louisiana is a state with very tough laws. The charges change based on what kind of drug is being dealt. Heroin and LSD can send you to ten years in prison, cocaine can land you five years in prison, and steroids (and in this case vampire venom) can carry five years in jail. If you are in possession of marijuana, the lowest time is 15 days in jail - and this is for first time convictions; the fourth time ends you up for twenty years in prison.
ALCOHOLISM: This is pretty straight forward. Underage drinking is a no-no for purchasing. Basically if you're under twenty one, you can't buy booze, but you can have a parent buy it for you. In the cases of drunkness, your BAC limit is 0.02. You can't drink glass bottles outside. It's illegal to drive with an open can. You can also go into a bar if you're 18 but you can't drink.
PROSTITUTION: Illegal on all counts. If you're under the age of 17 and had sex with someone more than two years or older will be find 500 or imprisoned for two years. Other actions can lead to 500 fines or imprisonment of six months. Pimps, if caught, will be imprisoned for eight years. Convicted prostitutes have to register as sex offenders.
STREET LIFE: Due to the Black War, some people were left homeless. Children are there, but some of them could be demons posing as children being a threat. But a bill has been passed called the Peter Pan Act: Basically if you're under the age of 18 and are taking care of kids AND there's no sign of illegal activity with the kids (i.e. prostituting), you're safe from being put into foster homes.
DIFFERENCE BETWEEN JAIL AND PRISON
This is fairly common and I wanted to point it out. Jails are locally-operated and inmates are sentenced to a term of less than 1 year. Prisons are long term facilities run by the state or the federal government and typically hold felons and inmates with sentences of more than 1 year. The penitentiary in Louisiana is Angola, 135 miles from New Orleans which is the same distance from Bellerouge.
