She stood at a street corner, with a small cart in plain clothes, with only her badge on her (hidden in her back pocket). She was acting as a Good Samaritan, which wasn't a far cry from the truth since she did use a few good luck spells here and there. Or if they mentioned a wish or a longing and it was within her powers to grant, she used that. Every time someone passed by her, she would give them a blanket and a care package. A few had been distrusting but unable to turn her down when she insisted she didn't want anything from them and it was free. It was a bit expensive to do, especially on a cop's salary but if this meant she was a broke cop and her partner was behind bars, then so be it.
If she were entirely honest, this also satisfied the Seelie part of herself to do good onto others who deserve a turn for the better. So many good people lived in the shadier part of this town, where gunshots, murders and prostitution were common occurrences. Being in this part of town always upset Aqua because there were so many people she could not help.
A few of the more grateful people who walked up to her stand got chatty, which Aqua happily encouraged and indulged. Before her promise to Riku, she would have tried to steer the conversation to see what they knew about her former partner, but she made a promise. She couldn't turn back now. There was an old senile man who kept insisting she looked just like his wife when he was much younger, she laughed and sent him on his way with a gentle hand to the back of his shoulders and another good luck spell. He had been sweet.

"Looks like I'm not the only one with this idea."
The disembodied, husky voice echoes from within an alley. There, in that alley, were two children with wide hungry eyes, a woman speaking softly in Spanish, and a baby wailing in the mother's arms. Sitting next to them, presenting a box filled with bread, fruit, and water, was Shadow.
He wasn't surprised to see Aqua out her. Seelies were drawn to acts of charity. She was also smarter than he had been, wearing a hood to hide her face and push around a cart to imitate a few homeless, whereas he stuck to the alleys where he could blend in.
As Shadow was approaching, the woman patted his hand, again speaking in Spanish. He patted her hand; there may have been a language barrier, but there was no barrier in communication. The woman nodded, letting him go so he could approach his fellow charity officer.

Aqua only gave a moment's pause. It was hard to see Shadow when he lingered in the dark, but that was perhaps why he decided to hide there. It wasn't like he could put on a hoodie, use a little bit of magic and hide his appearance like she could. She didn't even know any of the officers did this sort of thing. There was nothing to prompt the sort of kindness from anyone else. Aqua's nature made it almost like a part of her being, where she had to. Not that she minded, but she did enjoy taking care of others.
"It's good to see you," she said.
It was a surprise to see him, but not an unwelcome one. It was good to know someone else looked out for the people on the street. While she couldn't make all of their lives better, she could at least do what she could for those who came to her for help. There was only so much magic she had and so much money she could afford to just give away. Especially now that she had hired a private investigator to look into Terra's disappearance.

Shadow shrugged indifferently. With the time ticking to check Chat's claims in regard to the Siren's Pearl, he had enough time to kill. Enough to work on several things...particularly studying that eye he had a vision of at the ball. What did that eye mean? More importantly, who's eye was it and why was it important?
But sitting around wasn't helping. He had to get out. He had to do something to remind him why he was a cop. Maria was his beckon. Those kids would have been her.
"My apartment's not far," he remarked. "It's also not as dangerous as Garcon Perdu. Last time I went down, I was nearly apprehended by human cops thinking I was on the bad side."

It was sad to hear that people tried to arrest Shadow. She would have thought that by working with Others, humans would have become more open minded about Others in general. Others were now rather common. Just because Shadow had darker coloring, it did not mean he was a bad guy. Shadow was kind, once you got past his rather gruff appearance.
"But I won't arrest you," she said with a smile.

"Good. But you're the type who wouldn't turn your back on your fellow officers anyways."
He kept his voice down to avoid an unintended breakout. The words "Other" and "police" were buzz words enough. People on the street or in the homes had their lives ruined by one or the other usually. Putting the two together resulted in an atomic riot. He still remembered the homeless lady who carried a Crimson Rose rifle just in case Others crossed her paths.

"We have to take care of our own." Aqua said. "No one else will."
She knew this from experience. From no one ever adopting the strange Other child. From growing up in an orphanage and becoming an officer. No one looked out for Terra and now he was missing. It was hard. She just wanted to make sure no one else went through that by themselves.
"So what brings you out tonight in particular?" Aqua asked.

"Had to stretch my legs. I've spent the last eight hours at my apartment studying."
And because he wasn't in a rush, he had come to do a good deed. Sunshine would have wanted him, and, more importantly, so would Maria.

"Studying?" Aqua asked.
That certainly didn't sound good. It sounded like what she had been doing. Except with Terra. She was still letting go of the past. It wasn't easy to do. How far was Shadow in this 'obsession'? Had Sunshine noticed? Aqua just nodded, kept smiling and handed out another care package to someone who walked up to her.
"Well, fresh air is good for you every now and then. No one likes a shut in," she said.

All Shadow did in reply was nod solemnly. If he got other members of his unit involved in a case, they would end up hurt or something far worse than an injury. This eye was a battle, that all he knew, was his for the fight.
Aqua was handing out small care packages. All Shadow had were bags filled with Nevermore leftovers. John and Wendy had approved the idea when he suggested day old food deserved to be given out as opposed to being thrown away. That, and Sunshine had agreed, so having a family connection turned the action into a charitable cause.

"So I saw Sunshine the other day. She was having lunch with Elsa," Aqua said.
She turned to look back at him with a light smile. She wasn't particularly good with silences, she supposed. She had been without a partner in work for so long that Riku made her realize she missed talking to people. She was glad to spend more time around others, especially after what happened. She was starting over and making new friends.
"You should join us next time!"

Shadow nodded again. This time, he handed a bag to a figure huddled under a ripped comforter which was oozing batting. A greedy hand dug into the paper before triumphantly holding aloft the country white.
"I missed the entire conversation," he said, "You three were tightly knit. Besides, it probably wasn't my place."
They were probably gossiping about boys or shopping or whatever girls talked about. And as of now, the only boy Sunshine would have talked about was that burglar who flirted with her. The bag crinkled as his grip tightened. Sunshine wasn't a prize to be won. She had been through enough when it came to unwanted attention. At least Chat didn't strike her hair or eye her neck like a prize steak.

"I think we're getting there," Aqua said.
The faery was absolutely oblivious to the love quadrangle that surrounded Sunshine. She only knew that Sunshine liked Riku, not whether Riku liked her back or that a certain thief had flirted with her. She just thought she was helping out a friend. Plus, being around others might save Shadow from making the same mistakes Aqua did by cutting out everyone after Terra.
"But you're our friend too. You would have been fine." she assured him.

Not exactly the point Shadow was trying to get across, but okay. It was time to take a different tactic. He viewed Aqua as an ally, not so much a friend. The only friends he had, or at least he could legitmately call friend, were Ralph and Sunhine. Jim and Dimitri were on the cusp between friend and ally. As for the other members...he deep down liked Anna despite his aloof attitude towards her chipperness, and the less he thought about Korra and Pocahontas the better.
"You call me friend, but you don't know anything about me." He sped up his walk to a brisk gait. Not fast enough to charge the jets, but slow enough where he could be in speaking range.

"Shadow, I thought I knew Terra... But he was just lying to me the whole time." Aqua said softly. "I'm trying to get to know you. Please don't shut me out before I even start."
She was trying to get to open herself back up. It was hard because she was just so afraid of getting hurt again. Well, not so much afraid as she was petrified. It felt like her entire being would be wounded the next time someone lied to her. She wanted to think that Shadow wasn't like Terra. She was pretty sure she was more skittish around the other officers in her department because of Terra's betrayal. She truly was trying. It was a draining effort on her and there were days where she felt like she just couldn't do it. But she made a promise to her new partner. She had to move on, even if it was killing her.
"So... Will you let me try?"
